What ideas does Snowball have to improve conditions on the farm?

Snowball thinks that a windmill should be built. He promises that the windmill would give the animals a three day work week, and better living conditions. The electricity would provide comfort to the animals, such as heated stalls.

Snowball says that by putting in the hard work now would provide a better future for them.

Napoleon argues with him about it and wants to focus on other concerns. His argument is that they should focus on the present, and worry about the future later.
