What did Sunday want with the policemen in The Man Who Was Thursday: A Nightmare?

In the dream (nightmare) vision The Man Who Was Thursday, Sunday was in reality the Scotland official who hired Syme to act as a spy an infiltrate the anarchist group to which Lucian Gregory belonged. The Scotland Yard official was desirous of denouncing anarchism and reestablishing order as Syme had explained it to Gregory. Sunday, the Scotland Yard official in disguise, wanted the policemen to act as his spies to collect knowledge about the identities of the anarchists. He also wanted them to act as the operatives in charge of assassinations and bombings and such to insure that no assassinations and bombings and such would take place.
