How is Wilfred punished? What are the implications of this?

In Chapter 10, Jack has Wilfred punished by having him tied up and left lying like that for hours.  After that, he is beaten.  We have no idea why this happens to Wilfred.  We have never seen Wilfred before in the book and Robert has no idea why Wilfred is being punished.

To me, the implication here is that Jack has become a complete tyrant.  He is willing to rule brutally and kind of on a whim.  He has kids tied and beaten for no apparent reason.  This shows how far his power has corrupted him and how little he cares for morality.
